In applying for a permit you will be bound by its terms and conditions. Any permit that has been obtained fraudulently will be revoked and a penalty charge notice may be issued. You may be refused a permit if you have any outstanding unchallenged PCNs with Waltham Forest.
Permits are single vehicle specific and not transferable between vehicles.

Residents permit

From 1 September 2013 virtual permits will be replacing paper permits. Virtual permits holders will not need to display a paper permit in their vehicle.

Residents with a valid paper permit will need to continue to display their permit until it expires but will not be issued another paper permit when the time comes to renew or replace that permit. Civil enforcement officers will be able to identify which vehicles have a valid permit from the vehicle registration number.

What evidence do I need to produce?

In order to obtain a residents permit you will need to prove that you are the owner/main keeper of the vehicle and also that you are a full time/permanent resident within the borough.

Proof of residency

You must provide two documents (dated within the last three months) with your current name and address, for example:

  • Council tax bill / statement
  • Utility bill
  • Rent book / lease agreement
  • Bank / building society statement
  • Driving licence / car insurance

Mobile phone bills will not be accepted.

Proof of ownership (or main keeper)

Domestic vehicle

Vehicle registration document (V5/ Logbook) showing your own name and address within a controlled parking zone.

Company vehicle:

Letter on printed company letterhead (with VAT number) confirming:

  • Your residence
  • Your employment status within the company
  • That you are a major user of the vehicle
  • A copy of the vehicle rental or lease agreement

Temporary residents permit

Temporary one month residents permits are either issued to new residents in the borough or to current residents who may need to renew resident permits but are lacking required evidence documents. Resident will be expected to have obtained the relevant documents by the time the temporary permit expires.

You will need to provide a form of personal identification and also proof of that you are a Waltham Forest resident.

Visitor permits

All Waltham Forest residents and businesses contractors (or sub-contractors) who are based or carrying out work within a controlled parking zone are entitled to purchase visitor permits including those who do not own a car and residents who live within a car free development.

Visitor permits are available to be purchased from Walthamstow, Leytonstone and Chingford libraries.

Free book of visitor permits for over 70's

Households with a minimum of 1 resident over the age of 70 are automatically entitled to one book of 30 x one hour visitor permits per year. Please note proof of age and residency will be required.

What evidence do I need to provide?

You will need to prove that either live or work within a Waltham Forest controlled parking zone. Business visitor permits must be applied for by a senior manager within the organisation. They must provide proof of business name, company registration number and address.

Proof of residency (for residents)

You must provide two documents (dated within the last three months) with your current name and address, for example:

  • Utility bill

What evidence do I need to provide?

Commuter parking is not endorsed by Waltham Forest Council. Therefore you will need to prove that you that your business is based within Waltham Forest and that the permit will be used on a vehicle that is essential in the functionality of the job.

Essential user permit

Essential user permits are generally provided to employees that work within the public sector. For example: fire and police services, local and national Health authorities and council officers who use a vehicle for essential business duties within the borough boundaries.

Permits are vehicle-specific and can not be used on another vehicle.

What evidence do I need to provide?

Applications for the essential user permits must be supported by documentary proof of employment within the specific service (letter on headed paper). An application form must be completed and signed by the permit user and there is a section to be signed by asenior officer who must state why the permit is required, invalid application or permit misuse would result in the permit being revoked without notice.

Permits are vehicle-specific and can not be used on another vehicle.

Market trader parking permits are only available to Walthamstow High Street market traders

What evidence do I need to provide?

Applicants will need to provide proof of identification. They will also need to provide proof that they have a valid trader’s licence that is registered to Walthamstow High Street.

Applicants must also provide pitch details and the vehicle registration number of the vehicle that will be used for trading purposes. All details will be cross checked between parking and market departments.

Permits are vehicle-specific and can not be used on another vehicle.

Charity permit

Charity permits are only available to registered charities that are based within Waltham Forest. Vehicle must be used to carry out work duties as permits will not be issued for commuter purposes.

Permits are single vehicle specific and not transferable between vehicles.

What evidence do I need to provide?

Charity permits are only available to registered charities that are based within Waltham Forest. Applicants will need to provide proof of registration and charity house address. Applicants will also be asked to justify need for permit.

Non-profit organisations do not qualify as a charity.

Foreign vehicle permit

Foreign vehicle permits are issued to vehicles on a temporary basis to vehicles that have recently been brought into Great Britain. Vehicles will need to display a foreign vehicle permit whilst the owner is awaiting the transfer of registration details to be processed with the DVLA.

Permits are single vehicle specific and not transferable between vehicles.

School permits are designed to accommodate parents and guardians when dropping or collecting children from schools that are located within any of the controlled parking zones.

How to apply and pay for a parking permit

Due to the closure of the parking shop 31 August 2013 all parking permit applications should be submitted by post or email. You can also apply online if you are a Waltham Forest resident applying for an annual resident parking permit.
